the man command.  Obviously, somewhere man calles tbl instead of

Yes, this is intentional and allows for system administrators to
override tbl with a local version. It also insulates man-db from path
changes in other packages (see #385651).

I recommend that you either arrange for your tbl to be compatible with
the system one, or call your local script something else.
