trying to download a program:

Further, I noticed that any action gets extremely slow since that
upgrade.
Note that I use the gtkam program version 0.1.12, from the gtkam
debian package version 0.1.12-2.1.

If you (or anyone) can't reproduce it any longer, I'd tend to close it.
In case someone else experiences it again later, either it can be
reopened, or another one can be opened.
