Emdebian does not include the documentation files from Debian packages
and migrates translation files into Emdebian TDebs (a customised form of
the Debian TDebs currently under development [0]) so gthumb-data comes
out as quite a bit smaller:

(301Kb vs 6Mb) i.e. just the themes.

However, the scrollkeeper dependency is listed in the Depends: of gthumb
rather than gthumb-data. It would probably make more sense for
gthumb-data to depend on scrollkeeper as gthumb-data contains the files
that scrollkeeper cares about.

If the dependencies related to handling documentation remain in the
package containing the documentation, it will make it easier for
Emdebian to drop such dependencies when the documentation is removed (or
demote to Recommends which amounts to the same thing in Emdebian due to
the removal of Recommends anyway).

I realise gthumb-data should probably not merely Recommend scrollkeeper
in Debian, at least not at this time, but if gthumb-data depends on
scrollkeeper and gthumb does not, it would make it easier to handle this
scenario.

If there is a particular reason for the current arrangement, please let
me know and I will reassign this bug to buildd.emdebian.org so that
such use cases can be supported within Emdebian.
