Those are all dependencies that need to be installed for hal, I have no need
for theme and the extra packages make my
support systems break and create unwanted extra not needed daemons.
I only need hal to make it possible for the user to mount usb disk devices.
Would it be possible to make recommended packages or hal-extra or
hal-consolekit hal-powermgmt

The dependencies are there for a reason (see the changelog), so no, they can't
be removed or downgraded (pm-utils maybe downgraded to recommends, but there is
already a bug report for that.)
