notification, which can lead to the bug being neglected for a long time
until the maintainer looks at the bug page again.

The assigned-to package maintainer gets the response to the control
message, same as anyone else. The message to [email protected] sent at the
same time doesn't go to a reassigned package, but that's just because
the package hasn't been reassigned at that point.
