As mentioned in bug #368777, gparted supports dosfstools too.
Note: unless I install dosfstools, gparted shows a warning about not
being able to read the file system and disabling certain features when I
mount an USB Flash disk formatted as FAT16. OTOH, FAT32 partitions on
an external USB hard drive show no warnings, either with or without
dosfstools installed.
I'm uncertain to call the above a bug, but I do think it should be
explained somehow in the documentation.
