In the window manager settings, I have options "Focus follows mouse" and
"Raise on click" activated and "Raise on focus" is not activated.
Since the upgrade to 4.6 in Sid, windows not only raise on click but
also on mouse scroll. I don't think this is the normal behaviour.
Without being sure, I don't think its related to bug #507716.

Well, I won't argue about the default, every way means some users are
sad :)

But basically a scroll is a button event anyway, so yes
raise_with_any_button will do its job.
I'm closing the bug, if you _really_ want to argue on the default
status, you might want to do that on the upstream bugzilla, but I don't
really think changing just a tiny option is a pain :) (once you know it,
sure).
