It is well known that the ASUS EeePCs provide poor battery time estimate
information to Linux. On the EeePC 701, remaining battery charge is
updated in +/- 10% increments, however, it also experiences random
fluctuations of +/- 1%.

For example, when the battery is 60% full, battery life will randomly
fluctuate between 59% and 60%. After a while, the battery life drops to
50%, and will then continue to fluctuate between 49% and 50%.

Other than the +/- 1% fluctuations, wmbattery's -e command line option
works perfectly to provide a reasonable "time remaining" estimate.
However, the 1% fluctuations are enough to confuse wmbattery's time
estimates.

This patch adds a new -s command line option to wmbattery to be used as
follows:
wmbattery -e -s 5
Running the above would require that the "percentage remaining" has to
change by more than 5% before the "time remaining" is recomputed.
