arbortext-catalog seems to implicitly use the new SGML infrastructure
(/usr/share/sgml not /usr/lib/sgml, /etc/sgml/catalog not /etc/sgml.catalog)
yet it doesn't conflict with the old sgml-{base,data} or depend on the new
ones. I think a versioned conflict would be appropriate here (even though
it will prevent me from using this package :-? )

The arbortext-catalog package has been removed from Debian so we are closing
the bugs that were still opened against it.
