permitted' error but the icon is still created

thanks

upstream bug is marked WONTFIX because at the time of
filing the underlying component which was responsible
was gnome-vfs.  Nautilus now uses gio/gvfs.  This bug
no longer occurs (option to create new files is not
enabled in contexts where it shouldn't be).
