I just spent a long time trying to determine the reason that meta+p
was not bringing up the menu. It turs out that if dwm is not
installed, the menu will not come up, thus rendering Scrotwm useless.

The need for dmenu is noted also in the man page, in the BUGS section.

It is, however, not a hard dependency: you can run scrotwm without
installing dmenu, and scrotwm will handle the missing command just fine,
that is, will not crash when you press Meta+P.

In fact, scrotwm Recommends: dwm-tools, which is the package cointaining
dmenu; if you didn't get dmenu installed when installing scrotwm, it means
you had explicitly asked APT not to install Recommends.
