I think this should not be considered a bug. If all incomplete
translations were reported as a bug...we would have lots of bugs..:-)
Even more, *here* the l10n mechanism of dpkg guarantees our users that
the translation is "complete enough" (over 80%) while no information
is lost (missing translations are replaced by the original text).
That said, you're very welcome to join the debian French localization
team and help completing the dpkg man pages translations. It is just
as easy as subscribing to debian-l10n-french on
lists.debian.org...observer our work method...and then help completing
the translation...
