The LANGUAGE: CPP pragma doesn't appear to get passed on to ghc, though
it does appear to work with Hugs.

I meant to close this one along with #300461, #348807 and #354932.

ghc6 is still currently capable of reading LANGUAGE pragmas.

And there's no separate cabal package anymore which would need to be
explained for #354932.
