After some discussion on #debian-devel, a possible work-around to avoid
the NEW queue for every upload was suggested. Which would be to
statically build parrot binaries with libparrot.

This would avoid hitting the NEW queue for every upload, and, as the
package has not yet a stable ABI, it's quite expected that nobody builds
another package that depends on libparrot...

Considering this package is being released almost every month, I think
this would make the life easier...
