This problem did not occur with the 1.17 versions of the -mm and -Tps
macros.

Thanks for your report, and sorry for my extremely late response.
Although the amount of upstream development involved means that I can't
pinpoint the fix for you, I could reproduce this with groff 1.18.1.1-22
and have confirmed that this is no longer reproducible with groff
1.20.1-1, so I think it can now be closed.
