Hi,
I am using procmail with exim. When I was low on quota, procmail failed and
the mail was bounced instead of deffered until I have cleaned up a bit.
I found this old message from Philip Hazel which describes the reason of
failure further and also includes a patch. Maybe it could be included in the
package.

Such a feature /was/ implemented, in or before exim 3.30. It's called
"temp_errors" - see
http://www.exim.org/exim-html-3.30/doc/html/spec_toc.html#TOC545.
