I am afraid that while Debian (perhaps GNU/Linux in general?) presents itself
as fully utf8 capable, it is only meant to say something about a fully
loaded graphical desktop, nothing about the console.  This bug is one
instance; the completely broken console-tools initscript, which I am
not reporting because I don't know where to start, another.

To repeat:
 apt-get install fonty-rg
 /usr/bin/utf8
 zcat /usr/share/man/man1/utf8.1.gz
 zcat /usr/share/man/man1/utf8.1.gz | groff -mandoc -T utf8

See the difference?

I guess it would be, though I don't use the fonty-rg package anymore and
so I can't test exactly the same command.  I'm OK with closing this bug
with the new upload.
