libv4lconvert.so.0 creates a shm file as current user:

When a video capturing application is later run by a different user,
libv4lconvert.so.0 fails to reuse this file because of its strict
permissions. Video capturing doesn't work until the first user or root
deletes the file (or until reboot).

If this file is meant to be user-private, it should be put in the home
directory or at least include the uid in its name to avoid clashes. If
it's rather meant to be accessible by all camera users, care should be
taken so that it has appropriate permissions (same user, group and
permissions as on the respective /dev/video node, although it might be
something for udev rather than for libv4l-0 to take care of).
