The postgresql-8.3 package (and all related packages such as 
postgresql-{client,contrib}-8.3) depend on libpq5 > 8.3~beta1. This causes
the latest libpq5 to be installed which has version 8.4.0-2.

I'm not an expert on PostgreSQL, but I thought all binaries should stick with
the same major/minor version.

Shouldn't postgresql-8.3 depend on libpq5 > 8.3~beta1 && < 8.4?

This is intended. Since the SONAME ("5") is identical, the 8.4 version
promises to be backwards compatible with 8.3. That's the way shared
libraries are packaged in Debian (and pretty much everywhere else).
