I got the error in the bootsequence saying

My guess is that /etc/init.d/sysfsutils is missing some
dependencies.  It should depend on all the scripts loading
kernel modules (perhaps module-init-tools, loadcpufreq,
maybe others as well).

In my case it is enough to do

# Should-Start:      loadcpufreq
