Naively attempting to add tags to one of my packages I invoked debtags
but got an error message as follows:

This is the first time I've invoked the debtags command line program.
There appear to be two problems here: one is that the error message is
a bit obscure, the other is that I would expect debtags to create the
~/.debtags directory if it does not already exist.
