When somebody runs upgrade-from-grub-legacy, it's reasonable to assume
that they might want to reassess their decision on whether and where to
install GRUB. I just worked out that this is why I haven't been getting
GRUB installed anywhere on upgrade!

* grub-pc.postinst: Don't schedule generation of grub.cfg via "grub-install"
code path unless we actually run grub-install.
* grub-pc.postinst: Only copy unicode.pf2 and moreblue-orbit-grub.png when
/boot/grub/grub.cfg is scheduled to be generated.
