It is possible that the Debian project does not have permission to
modify mmv from all copyright holders.
According to [1], Vladimir (original author) has changed the "... copyright of
mmv to GPL."
In the same email he says " Please keep in mind that I do not have in hand
either the full GPL text or the source code of the last mmv release (oops)."
This statement makes it sound like there may be other copyright holders who may
need to authorise the relicencing as well.

As you weren't able to bring up any more assuring hints on why you
think that it might not be so I only can call this a non-issue for the
time being. You are of course encouraged to either reopen this bugreport
or open a new one in the case you have found any hints on that your
feeling on the interpretation has any reasonable grounds, I am still
willing to hear them. :)
