If you mount the real root through the pivot_root mechanism with a shell
(script), you need chroot to continue the boot process. Normally this
is done in customized initrds, but I found myself doing that manually
today.
chroot was missing, since it was on the separately mounted /usr
filesystem. I had to mount /usr, copy out chroot, umount again.
pivot_root is in /sbin, and that's where chroot belongs too.

It doesn't seem that this has been a critical issue, as debian hosts are
humming along with the current state of affairs. If there's a compelling
reason to move chroot, please reopen this bug. (And do it soon as it
would be good to do this well before the squeeze freeze.)
