We now have i18n directories with package translation files on the
mirrors, but these are not listed in any way in the Release file.
This seems inconsistent and makes them harder than necessary to mirror
using for example debmirror.
On IRC Joerg Jaspert suggested adding an index file in the i18n
directories themselves, and adding those index files in the main Release
file (similar to what's done for pdiffs).
I'll see if I can come up with a patch for dak, but I'm not sure if my
python foo is up to that.
