Hi, I noted today that when you a paakcage is removed from the archive,
part of the template message says:

This is not exactly true, since the release-team _can_ force packages out of
testing, and this seems to be saying the contrary.

I think it would be better to state that "It's not necessary to remove
packages from testing by hand" or something like that.
