Ah.

In your 2nd screenshot, konqueror is displaying the welcome page, not a html 
page.  The option to use WebKit only appears if there''s actually some html 
to be displayed.

So this is not a bug, just how konqueror builds its "View" menu.  (You can 
obviously reopen the bug if you can really reproduce it.)

(By the way, can you please leave the tags alone next time, they're for me 
to categorize the bugs.)
