I am using vnc4server and presume vncconfig came from that. dpkg
refuses to tell me which package contains vncconfig.

$ dpkg -S vncconfig
dpkg: *vncconfig* not found.

Running vncconfig results in an X error:

$ vncconfig -nowin
X Error of failed request: BadLength (poly request too large or
internal Xlib length error)
  Major opcode of failed request: 134 (VNC-EXTENSION)
  Minor opcode of failed request: 1 ()
  Serial number of failed request: 63
  Current serial number in output stream: 63

This happens on amd64 and the folks at Redhat have figured out the
cause and have a patch.

This is not a version that exists in Debian. You must be using
Ubuntu. Please file a bug against Ubuntu instead.
