Package libboost1.40-dev SUGGESTS libboost-python1.40-dev. I believe
this is sufficient; c.f. #529622 and policy:
http://www.debian.org/doc/debian-policy/ch-relationships.html
Note also there is now libboost1.40-all-dev to pull in all the
-dev packages in Boost.
