I have a ~/.signature that contains UTF-8 text.  gpg-mailkeys uses
this directly with a Content-Type of "text/plain; charset=us-ascii"
and Content-Transfer-Encoding of "quoted-printable".

I would expect the Content-Type to be set according to locale, and the
text to be encoded with the quoted-printable encoding.
