I noted a few days ago I stopped receiving apticron e-mails. I debugged
the script and found out that this line:
/usr/bin/apt-get --ignore-hold -qq -d --allow-unauthenticated --force-yes 
dist-upgrade >& /dev/null
is failing, and thus, the script stops there any never send the e-mail.

Running the command by hand (removing the >& /dev/null) I get this:

WARNING: The following packages cannot be authenticated!
  libselinux1 libgdbm3 gdb util-linux-locales
Authentication warning overridden.
Failed to fetch 
http://ftp.ccc.uba.ar/pub/linux/debian/debian/pool/main/u/util-linux/util-linux-locales_2.16.1-4_all.deb

What about changing the &> /dev/null to simply > /dev/null so at least
I get this error reported by cron:

Failed to fetch 
http://ftp.ccc.uba.ar/pub/linux/debian/debian/pool/main/u/util-linux/util-linux-locales_2.16.1-4_all.deb
 Size mismatch
E: Some files failed to download

So I can be warned there is a problem with my sources and fix it.
