python-apt is in the list of recommends
you can use the commands 'debdelta' , 'debpatch' 'debdeltas' w/o it
if you try to use debdelta-upgrade w/o it, you are warned and instructed
to install it
moreover nowadays recommends are installed by default by apt-get and
aptitude (at least)
so I think there is no need for a dependency
