Hi there:
We use the Package Entropy Tracker (PET) to keep track of things. As
our watch file is fixed in our repository, this means we will notice
any new upstream versions (it uses the latest SVN d/watch file to
probe for upstream versions).

I'm marking this bug as resolved; if you have any further issues,
please feel free to reply. Hope this clears things up for you. If
you're building your own packages, this is problematic; however, I
don't think that just upgrading the watch information warrants us
pushing a new release to the archive (as it wastes disk space on
countless mirrors).
