Package: sysv-rc
Version: 2.87dsf-8
Severity: wishlist
CONCURRENCY is currently in /etc/init.d/rc and is always overriden when I
upgrade the package. This makes these configuration quite useless.

You are setting it in the wrong place. Set it in /etc/default/rcS,
and it will survive upgrades.
