Package: libxklavier15
Version: 4.0-2
libxklavier15 has not yet entered testing, but kdebese-workspace-bin depends
on it, and it is in testing. kdebase, kdeminimal and kdebase-workspace have
been removed from testing after an upgrade. The KDE session disappears from
KDM after this.
Picking libxklavier15 from unstable lets install them back.

That's not a bug in the package. libxklavier will eventually migrate to testing
(right now it's coupled with a big migration so that's why it's taking so long
to migrate), as happens for every package.
In any case if this was a bug, it would be in kdebase-workspace-bin or the
migration scripts for letting it migrate without its dependencies.
