Hi,

vga=791 doesn't work any more, and the alternative mentioned by grub
at run-time, set gfxpayload=1024x768x16,1024x768, doesn't work (yet?).
Not even after an explicit insmod vbe.

What am I doing wrong?

Then you have a very old 00_header.
To be safe I checked now even the i386 grub-common.deb which was built
on a buildd.
And it has `set gfxmode=${GRUB_GFXMODE}'
So please purge grub-common and then install it again.
Either dpkg has a bug or the last time 00_header was changed in the
package you choose to keep your own copy.
