If I'm not mistaken, the intl.locale.matchOS is checked before the user
profile is setup, which means you can only modify it at the global
level, in the system preferences. The switch to xulrunner in 3.0~b5-4
should have fixed your wrong system preference.
Please feel free to reopen the bug if it still happens with newer
versions of iceweasel, though.
