Switching from console-tools to kbd, openvt lost functionality
and would no longer launch programs in console/tty larger than 12.
I had to switch back to console-tools because of my need for this,
managing use of some fbdev applications.
I also note that it doesn't have the line to launch vcstime
in it's config file :-), and have to switch back to using cron
if I use it.

Alright, I already suspected something like this – the number 12 seemed
a bit too arbitrary :-)
