Using manual settings for proxy and having an http proxy specified but an ftp 
proxy of blank hostname and 0 as port causes ftp to fail to connect (timeout).  
Using system proxy settings works and disabling proxy entirely works for ftp 
but not http (since 80 is blocked), while setting the proxy works for http but 
not ftp.

Sorry for the delayed answer.

The dialog is not very explicit, but the ftp proxy setting is to set an
http proxy to handle ftp requests. If you don't set one, ftp requests
will be sent directly over the wire, and will fail if your network
doesn't allow such connections.
