Conserver isn't built with PAM by default. The debian/rules file specifies
--with-pam, but the configure script ignores that silently if the PAM headers
aren't found (which seems to be the case in the standard binary packages). I
think it should have a build dependency on libpam0g-dev.

I've recompiled conserver with pam-support, it also source-depends
on libpam0g-dev as suggested.
