After upgrading to this version my CVS server stopped working. I tried
with both the older version of CVS which I had been using (1.11.5) and
with the current version ( 1.12.1).
I fixed the problem by using the upstream provided deb of CVSD version
0.9.19 at http://tiefighter.et.tudelft.nl/~arthur/cvsd/

Since nobody reported any further problems with grsecurity in the last 6
years I'm going to close this bug. If anyone can reproduce this please
reopen this bug (or create a new one).
