Despite having an AC-powered computer, the recent devicekit overhauled versions
of gnome-power-manager seem to detect this and by default will only display the
tray icon when battery power management is present:

- no devices present, so no icon will be displayed.
This can be overridden by setting a new gconf key from gnome-power-preferences
or by using gconftool-2:
gconftool-2 -s -t string /apps/gnome-power-manager/ui/icon_policy always
If it does not display the icon without a local setting, that would probably be
a bug in devicekit now.
