Couldn't you output the same error with and without --run? The
second output is rather misleading.

mdadm: failed to RUN_ARRAY /dev/md99: Input/output error
mdadm: Not enough devices to start the array.

The I/O error still seems a bit over the top, but so be it. Closing.
