The short description for php-net-ping is not very informative and I
believe also not policy compliant.
The long description is not much better. From those it would appear to
a user that I could just type ping and I get the impression that, that
is not the case.

* Rewrote the debian/copyright properly.
* Added a Dm-Upload-Allowed field.
* Reworked the long and short description (Closes: #493495).
* Forward ported the security team fix, and added another patch to test
the $host parameter against a regular expression, to make sure that the
caller is really using a valid IP or hostname as parameter.
* Added rm -rf /usr/share/php/doc in debian/rules to avoid conflicting folder
with php-pear (Closes: #567860).
