mysqld does not start. this is because previous config file has the 
"old_passwords = 1" directive in it which is no longer recognized.

Perhaps package should remove this directive or warn that previously 
distributed my.cnf is no longer valid?

The problems from these bug reports where caused by the fact that mysql 4.0
did not accept the old_passwords option. From now on the mysql-server will be
updated directly to mysql-server-4.1 leaving no version 4.0 in
testing/unstable.
