After successful apt-get update and following apt-get upgrade my 
systemlanguage changed from english to german and now the "shutdown" is 
missing!

As explained, the missing shutdown button was caused by a mismatch between some
GNOME packages. That was because you were running testing.

About the locale problem, it probably was a misconfiguration. If you still have
the problem (very unlikely), feel free to reopen this report.
