Hello,
The bitlbee's POTFILES.in file refers to bitlbee.templates.master. Please
changes this to 'templates'.
Although bitlbee updates the POT and PO files manually using po2debconf,
and POTFILES.in is only used by debconf-updatepo, this would be easier for
the debian I18N infrastructure if the POTFILES.in file contained up to
date information.
