A few times I have discovered that '/etc/init.d/dhcp restart' was
unable to restart the server.  Everything looked OK, but but I found
some lines in /var/log/syslog explaining that dhcpd failed to start
because it was already running.

I had to use 'kill -9 <pid>' to get rid of the currently running
server before I was able to start a new using the updated
configuration.

I suggest changing the init.d script to call 'kill' first, and then
'kill -9' if the process is still running.
