I waited too long to re-open #27868, so I've had to open a new bug.
This is the same thing as that one, though.

I think there's a misunderstanding here.  The problem is that the
time-offset parameter has to be given as a number of seconds this
time zone is from UTC.  That means that for places which use daylight
savings, the dhcpd.conf has to be updated by hand twice a year to keep
the time-offset parameter correct.  It would be better if the time zone
could be given by name and the daemon would calculate the correct number
of seconds to send to the client.  (This is particularly true for me
because my DHCP server handles clients in a dozen different time zones
all over the world, but it's true even for a server which handles just
one time zone.)

I don't understand which times you're referring to when you say that it
keeps times in GMT, or how that applies to the time-offset option.  If
I've misunderstood, could you explain further?
