This bug might be related to #243097.
I use a Debian GNU/linux system with a "traditional"
printing system (precisely Lprng with Magicfilter,
and no other addition).
I have noticed after upgrading my Debian "testing"
that I am not able to set margins, because, after setting,
they just reset to zero or near zero.
I tried to reinstall an old Gnumeric package, that used
to work (1.2.6), but the result was the same, so I think
that there is a communication problem with some library.
To reproduce the error, you need a Debian i386 without cups
and try to change margins. The problem should be visible also
with a print preview.
If you want you can download nanoLinux that is such a Debian
testing example, and the trouble is there too:

There is a ISO image splitted into sub files to be rejoined,
but I hope that the problem can be reproduced without this
extra work.
Please note that if margins are not touched, they just work
fine, with headers and footers too.
